Further information can be found on Wikipedia. To get this look I processed the same image twice: one exposed for the sky, the other for the rest of the scene. Then I combined them using a mask. Composing it is a zen-like activity taking hours if you want to do it properly. Somehow I like this: it forces you to concentrate on the task at hands and it calms down a busy mind getting you focused. Perhaps it has to do with me being on holidays that I had chosen to use such a time-consuming technique. I can do it only once in a while unfortunately - because there are some huge rewards you get when using masks: first of all the total control of every aspect of your image. Second: you really "get in touch" with each element of your picture which can teach you a lot about arranging them in an aesthetically pleasing way so helping you to improve your composing skills next time you are out on the street.
